Mobilisation & Transition of Government Property Agency (GPA) Contract

Preparation for GPA Contract mobilisation on behalf of JLL, supporting with business processing mapping and Service Delivery Plan development.

How we helped...

Our client JLL, a global real estate services company, won their first Government Contract with Government Property Agency (GPA) as their performance partner. Government experienced resource was required to enable effective mobilisation and transition of the Contract. CI Projects have extensive government public sector experience. We have a proven track record of success in helping government organisations to improve their operations and reduce costs; therefore we were engaged to support JLL with preparation activities.

The project was a 9-month mobilisation which required multiple workstreams to deliver successful implementation of a new and improved Performance Partner contract model for GPA. The GPA were undertaking two key firsts, their own Technology Platform and a Performance Partner to manage their Regional Supply Change Partners. JLL were undertaking a first, and that was a Performance Partner role in Government. The delivery model was new to both clients and contractual obligations were key to successful delivery with the core of that being Service Delivery Plans and Business Process mapping.

CI Projects deployed experienced Government Change Managers and Business Analysts, with a technology and operational background to build a delivery team that would support their Quality function. This gave JLL the confidence and support they needed to increase their knowledge in government and deliver a successful mobilisation. 

Our role was to work in collaboration with GPA and JLL Subject Matter Experts to produce Service Delivery Plans (SDPs) covering all aspects of the contract, supported by Standard Operating Procedures (SOPs) and business process maps. We produced documents that were key to delivery of the services and performance monitoring of their regional supply chain partners. The documents covered Governance, Health and Safety, Helpdesk, Technology and Data, Sustainability, Social Value, Human Resources, Training, Performance, Quality and Compliance, Subcontractor Management, Engineering and Supplier Management.

The approach to delivery was Workshop based, allowing all resources to brainstorm, conduct gap analysis and work collaboratively together on producing a delivery plan which both JLL and GPA were agreed on in line with the contract and business needs.

To expedite and improve this process, we produced a Google site for electronic creation of Service Delivery Plans and supporting documents. This became the collaboration platform for all parties involved and a ‘One Stop Shop’ for operational delivery.

This workstream engaged with the GPA client directly and worked collaboratively to produce all documentation to support go-live.
