We are looking for experienced Senior Change Managers to support a large-scale Facilities Management transformation programme across a complex, multi-site government estate.

Role overview
These are senior, delivery-focused change leadership roles supporting the design and implementation of a future Facilities Management operating model and service delivery structure.
Working within a common transformation agenda and delivery framework, you will help prepare the organisation, its people and its service partners for the transition to new ways of working.
You will be responsible for assessing the people, process and cultural impacts of change, identifying affected stakeholder groups and developing practical change strategies that support engagement, readiness and adoption.
The role will involve working closely with senior business leaders, operational teams, service providers and end users to build trust, minimise disruption and embed lasting behavioural and operational change.
Successful candidates will combine strong change management and transformation delivery experience with a clear understanding of Facilities Management, organisational design and operational service delivery within a complex government environment.
What you’ll be doing
- Lead the development and implementation of change management strategies supporting a new Facilities Management operating model.
- Support the design and implementation of a future service delivery model across a complex, multi-site estate.
- Conduct change impact assessments across people, processes and technology, supporting new ways of working.
- Identify, analyse and segment key stakeholder groups across leadership, operational teams, service providers and end users.
- Develop stakeholder engagement, communication, readiness and adoption plans.
- Support workforce and resource planning activities aligned with the future operating structure.
- Contribute to organisational design, governance development and the definition of roles, responsibilities and decision-making arrangements.
- Assess the cultural and behavioural impacts of transformation and identify appropriate interventions.
- Work with business leaders and stakeholders to build understanding, trust and confidence in the proposed changes.
- Translate strategic transformation objectives into practical activities, plans and measurable outcomes.
- Identify risks, resistance and potential barriers to adoption, developing appropriate mitigation actions.
- Support leaders and managers in preparing their teams for new processes, responsibilities and service delivery arrangements.
- Coordinate change activity across multiple functions, workstreams and stakeholder groups.
- Monitor organisational readiness, adoption and the effectiveness of change interventions.
- Capture feedback and lessons learned to support continuous improvement throughout the programme.
- Help ensure that transformation initiatives deliver sustainable business, behavioural and operational outcomes.
What we’re looking for
- Significant experience delivering senior change management and transformation activity within complex organisations.
- Strong experience supporting the design and implementation of new operating models or service delivery structures.
- Demonstrable experience conducting change impact assessments and developing change management strategies.
- Experience working within the government sector or across complex public sector environments.
- A strong understanding of Facilities Management and operational service delivery.
- Experience supporting workforce planning, organisational design, governance development and business readiness.
- Strong stakeholder analysis, engagement and relationship-management capability.
- The ability to influence senior leaders, service providers, operational teams and end users.
- Experience managing the people, process and cultural impacts of large-scale transformation.
- A practical, hands-on approach to change delivery, with the ability to move from strategy into implementation.
- Strong communication, facilitation and problem-solving skills.
- The ability to build trust and confidence across diverse stakeholder groups.
- Experience identifying and addressing resistance, adoption risks and barriers to change.
- The ability to work across multiple functions, sites and transformation workstreams.
