An NHS Foundation Trust faced critical technical compliance challenges relating to water management. They had a budget of £1.8 million over 2 years for the eradication of legionella and pseudomonas. CI Projects undertook a thorough gap analysis of the current state and identified the following problems:
- Compliance gaps: Unclear processes and recordkeeping hindered technical compliance with water safety regulations.
- Limited capacity: Existing staff lacked the time to implement improvements while maintaining day-to-day operations.
- Inefficient operations: The Target Operating Model (TOM) couldn’t handle timely remedial actions and ongoing maintenance.
- Data deficiencies: Insufficient data and analytical skills hampered trend analysis and forward-planning.

- Water management process design: A streamlined “to be” process established a more efficient and compliant water management system.
- Water management tracker tool: A custom-designed tool facilitated tracking and recording of planned preventative maintenance (PPM) activities digitally.
- Interim implementation team: Provided staff augmentation to embed the new processes and manage PPM records.
- Centralised asset list: Collaboration with technicians ensured a comprehensive and verified asset list.
- Model office setup: Archived historical records and created a digital system for future documents.
- Weekly water hygiene meetings: Enhanced communication, accountability, and risk identification.
