Define it

Delivering large-scale government mobilisation programmes presents significant operational and governance challenges. JLL required greater oversight, consistency, and control across multiple mobilisation and transition workstreams supporting the FCDO programme.

Key challenges included:

  • Limited visibility and oversight across a complex portfolio of mobilisation activities
  • Increased risk exposure throughout mobilisation and transition phases
  • Maintaining alignment between programme delivery, strategic objectives, and contractual commitments
  • Ensuring resources were effectively deployed across multiple concurrent projects
  • Establishing consistent reporting, governance, and performance management processes across the programme

These challenges created the need for an experienced PMO function capable of providing structure, coordination, and assurance at scale.

Improve it

CI Projects provided a dedicated PMO-as-a-Service solution, led by a Transition Director and supported by a structured programme management framework designed specifically for large-scale mobilisation environments.

Our approach focused on creating transparency, accountability, and control throughout the mobilisation lifecycle.

Key activities included:

  • Project Portfolio Management: We established a structured project portfolio management framework to evaluate, prioritise, and govern mobilisation activities. This ensured resources and effort remained aligned with programme priorities and strategic objectives.
  • Resource Optimisation: Through detailed planning and coordination, we improved resource allocation across workstreams, reducing bottlenecks and ensuring critical activities received the appropriate level of support at the right time.
  • Risk and Issue Management: We introduced proactive risk management processes, enabling teams to identify, assess, escalate, and mitigate risks before they impacted programme delivery. This created greater confidence in mobilisation readiness and reduced overall programme exposure.
  • Performance and Governance: Clear governance structures, reporting frameworks, and milestone tracking mechanisms were established to provide stakeholders with regular visibility of programme performance and progress.
  • Change and Knowledge Management: Structured change management processes helped minimise disruption, while a central knowledge repository captured best practice, lessons learned, and programme documentation to support continuous improvement.

Sustain it

Our focus extended beyond successful mobilisation delivery. We worked closely with JLL to ensure the tools, processes, and capabilities developed during the programme could be sustained and replicated across future government mobilisation projects.

To support long-term success, we:

  • Developed a repeatable PMO toolkit that could be deployed across future government mobilisation and transformation programmes
  • Embedded governance and reporting structures to maintain consistency and control beyond programme completion
  • Delivered more than 1,000 hours of training to build internal capability and equip teams with the skills required to sustain improvements
  • Established a knowledge-sharing framework to support continuous improvement and future mobilisation readiness
